（1）总体设计要求：策划丘堡公园功能定位和建设目标，联动周边区域，从经济平衡角度开展详细方案设计，提出实施运营方案。
3.2.2.1 Overall design: plan the functional positioning and construction goals of Qiubao Park; link the surrounding areas to carry out detailed design from economic balance; propose an operational plan for implementation.
