上海大学围绕落实李强书记提出的“三个有更大作为”以及时任于绍良副书记提出的“牢牢把握‘四个放在’，做好上大微电子顶层设计”的指示精神。在市发改委、市规资局、市教卫工作党委、市教委、嘉定区等相关单位的指导和支持下，结合学校“十四五”规划以及微电子学院的事业发展规划，对嘉定校区规划开展了多轮讨论和推进，形成了修建性详细规划的初步方案，在此基础上推进上海大学嘉定校区扩建建设。

Focusing on implementing the instructions of "three greater achievements" put forward by Secretary Li Qiang and "Firmly grasping the 'four-put' and doing a good job in the top-level design of the School of Microelectronics of Shanghai University" by then Deputy Secretary Yu Shaoliang, under the guidance and support of Shanghai Municipal Development & Reform Commission, Shanghai Municipal Bureau of Planning and Natural Resources, CPC Shanghai Education and Health Work Committee, Shanghai Municipal Education Commission, Jiading District Government and other relevant departments, and combining with the school's "14th Five-Year Plan" and the development plan of the College of Microelectronics, Shanghai University made a preliminary plan of constructive detailed planning and promoted the construction of Jiading campus after several rounds of discussion and promotion.

上海大学嘉定校区扩建项目作为上海微纳科技创新中心建设的重要部分。对标“建成准工业化、国际化的一流微电子学院与世界级微纳技术创新中心”的发展目标，参照市属高校建设标准，通过扩建工程的实施，打造可持续化发展、国际化标准的高水平校园。

The Jiading campus expansion project of Shanghai University is an important part of the construction of Shanghai micro nano technology innovation center. In line with the development goal of "building a quasi industrialized and first-class international microelectronics college and a world-class micro nano technology innovation center", and with reference to the construction standards of municipal colleges and universities, it is to build a high-level international campus with sustainable development through the implementation of this expansion project. This plan solicitation is hereby organized.

上海大学嘉定校区位于上海市嘉定区城中路20号，上海大学嘉定校区内，东至城中路、西临丽景小区、南至嘉定城河、北至塔城路。

Shanghai University Jiading Campus is located at No. 20 Chengzhong Road, Jiading District, Shanghai, within the Jiading Campus of Shanghai University, with Chengzhong Road in the east, Lijing Community in the west, Jiading Town River in the south, and Tacheng Road in the north.

本项目新建建筑面积约为21.43万平方米（另有运动场改造项目涉及1.4万平方米），既有建筑改造（修缮）约11.9万平方米，需拆除既有建筑约2万平方米，并拟对校园景观及校园基础设施进行提升改造。

The new building area of this project is about 214300 square meters (another stadium reconstruction project involves 14000 square meters), and the existing building reconstruction (repair) is about 119000 square meters. About 20000 square meters of existing buildings need to be demolished, and the campus landscape and campus infrastructure are planned to be upgraded and reconstructed.

For the detailed content, scope and requirements of this Project, please refer to Chapter II " Draft Design Program " of the Prequalification Document.

3.1 申请人须具有独立承担民事责任的能力，不接受自然人参与应征。

An Applicant must have the ability to bear civil liability independently and the participation of natural person is not accepted.

3.2 申请人须具有承担本次征集内容相应的资格及能力：

An Applicant must have the corresponding qualifications and abilities to undertake the content of this Project.

3.2.1 申请人为境内机构的，须具备依法核准的建筑行业建筑工程专业设计甲级（或以上）或者建筑工程设计事务所甲级资质证书。

If the Applicant is a domestic institution, it must have class A (or above) qualification for professional design of Construction Engineering in the construction industry or class A qualification for an architectural firm approved according to law.

3.2.2 申请人为境外机构的，须在其所在国家或地区合法注册，具有相应设计许可。

If the Applicant is an overseas institution, it must be legally registered in the country or region where it is located and have the corresponding business scope and ability of architectural design or architectural design consulting.

3.2.3 境外机构在境内注册的子公司（须提供其与境外机构的关系证明）以及港、澳、台机构按第3.2.2条要求执行。

If an overseas institution participates in the Project in the name of its subsidiary registered in China, the subsidiary shall comply with the requirement of Article 3.2.2. In addition, the supporting material to prove its relationship with the overseas institution is required. Applicants from Hong Kong, Macao or Taiwan shall comply with the requirement of Article 3.2.2.

3.3 申请人须具有与本次征集内容类似的项目业绩。

Applicants must have relevant project performances similar to this Project.

3.4 本项目不接受联合体。

The Consortium is not accepted in this Project.

4.1 凡有意参加本次方案征集活动的潜在申请人，请于2022年7月12日12:00时至2022年7月22日10:00时（北京时间，下同），在上海国际招标有限公司网站（www.shabidding.com，下同）注册并在线领取《资格预审文件》。

All potential Applicants who are interested in participating in this Project can register and download the Prequalification Document through SITC Website  (www.shabidding.com) from 12:00, July 12, 2022 to 10:00, July 22, 2022 (Beijing Time, same hereinafter).

4.2 首次注册的申请人需要登录上海国际招标有限公司网站，进行供应商注册，获取登录名和密码后，方可下载《资格预审文件》。已注册的申请人可从网站采购公告栏的相应公告中进入在线领取《资格预审文件》流程。征集代理不接受没有在上海国际招标有限公司网站上注册和没有《资格预审文件》下载记录的申请人提交的《申请文件》。

Applicants who have never registered before shall create a Bidder Account on SITC Website firstly, and then download the Prequalification Document via the account. Registered Applicants can find and download the Prequalification Document by clicking the corresponding announcement on the purchase bulletin board of SITC Website. SITC will not accept the Application Documents submitted by the Applicants who have not registered on SITC Website or who have no download records of the Prequalification Document on SITC Website.

4.3 申请人成功领取《资格预审文件》并不意味着其资格条件符合要求。申请人是否符合本公告第3条“合格申请人资格条件”由资格预审评审委员会判定。

An Applicant's successful acquisition of the Prequalification Document does not mean that it is eligible for this Project. Whether an Applicant meets the requirements of Article 3 in this Announcement is determined by the Prequalification Jury.

本次方案征集的资格预审将分为初步遴选和详细甄选两个阶段：

The pre-qualification of this Project will be divided into two stages: Preliminary Selection and Detailed Selection：

初步遴选阶段/Preliminary Selection：

申请人应根据本资格预审文件要求提交《申请文件》。评审委员会将根据《申请文件》对申请人进行综合评审和比较，选择12名申请人作为本次方案征集的候选人。

All Applicants shall submit the Application Document in accordance with the requirements of this Prequalification Documents. The Prequalification Jury will conduct a comprehensive review of all Applicants and select 12 Applicants as Candidates.

详细甄选阶段/Detailed Selection：

征集人将向候选人进行技术交底并安排现场踏勘。候选人根据对本次方案征集的理解编制并提交《项目建议书》。评审委员会将听取候选人汇报《项目建议书》并进行综合评审和比较，最终选择6名候选人作为本次方案征集的应征人。

The Sponsor will make technical disclosures to the Candidates and arrange a site visit. All Candidates shall prepare and submit the Project Proposal based on their understanding of this proposal solicitation. The Prequalification Jury will conduct a comprehensive review of all Candidates and select 6 Candidates as Shortlisted Applicants.

6.1 本项目的方案征集工作时间安排约3个月，预计从2022年7月至10月。

The Project is scheduled for about 3 months, which is expected to be from July to October 2022.

6.2 下述为初步日程安排。若因疫情防控等突发状况需要进行调整，征集人会根据实际情况提前以书面形式通知所有应征人。

The following is the preliminary schedule. If adjustments need to be made due to emergencies such as epidemic prevention and control, the Sponsor will notify all Shortlisted Applicants in writing in advance according to the actual situation.

7.1 资格预审《申请文件》同时以电子文件和纸质文件的形式提交。提交截止时间为2022年7月22日11:00时，提交的时间以电子文件上传成功的时间为准。除了在截止时间前成功上传的《申请文件》外，未在截止时间前上传或以其他形式提交的《申请文件》一律不被受理。

The Application Document shall be submitted in Electronic Documents as well as Paper Documents. The submission deadline of Application Document is 11:00, July 22, 2022. The submission time of every Applicant is subject to the time when its Electronic Documents are successfully submitted. Any late submission or submission in any other form will not be accepted.

7.2 资格预审《申请文件》电子文件包括全套正本的PDF扫描件和PPT文件。申请人应在上海国际招标有限公司网站本项目的领购页面下，点击“投标文件”按钮后上传资格预审《申请文件》的电子文件（请注意不要对压缩文件进行加密）。

The Electronic Documents shall include the scanned copy in PDF of the full set of the original Application Document and the required PPT file. Applicants shall submit Electronic Documents by clicking the “tender document” button on the Project’s webpage and uploading via on SITC website. (Please do not encrypt the uploaded compressed file.)

7.3 申请人应将纸质《申请文件》2套（正本1套、副本1套），以专人送达或邮寄形式提交至上海市延安西路358号美丽园大厦11楼，收件人：张胤翀，电话：021-32173637。

Applicants shall also submit 2 sets of Paper Documents of its Applicant Document (clearly mark one as “ORIGINAL”, and the another as “COPY”) by hand or by post to the following address: Mr./Ms.Zhang YinChong Mobile: 021-32173637, Address: 11th Floor, Meiliyuan Building, No. 358 West Yan'an Road, Shanghai.

7.4 《项目建议书》应以同时以电子文件和纸质文件的形式提交。提交截止时间为2022年8月10日11:00时，提交的时间以电子文件发送至邮箱zhangyinchong@shabidding.com的时间为准。除了在截止时间前成功递交的《项目建议书》外，未在截止时间前发送至上述邮箱的《项目建议书》一律不被受理。

The Project Proposal shall be submitted in Electronic Documents as well as Paper Documents. The submission deadline of Project Proposal is 11:00, August 10, 2022. The submission time of every Candidate is subject to the time when its Electronic Documents are successfully submitted. Any late submission or submission in any other form will not be accepted.

7.6 当资格预审《申请文件》或《项目建议书》的电子文件与纸质文件内容不一致时，以电子文件为准。

In the event of any discrepancy between the Electronic Documents and the Paper Documents, the Electronic Documents shall prevail.

8.1 在方案评审会结束，并经方案评审委员会评定其递交的概念方案符合设计任务书要求的，将按以下标准获得方案征集费：

Among Shortlisted Applicants, those whose Deliverables of this Project are evaluated to have met the requirements set in the Design Program by the evaluation committee will receive a Design Fee after the Final Review Meeting. The Design Fees are as follows:

概念方案被评为第一名的应征人可获得方案征集费人民币90万元（含税）。

The Shortlisted Applicants, whose concept scheme is evaluated as 1st, will receive a Design Fee of RMB 900000.00 (tax included).

概念方案被评为第二名的应征人可获得方案征集费人民币70万元（含税）。

The Shortlisted Applicants, whose concept scheme is evaluated as 2nd, will receive a Design Fee of RMB 700000.00 (tax included).

概念方案被评为第三名的应征人可获得方案征集费人民币50万元（含税）。

The Shortlisted Applicants, whose concept scheme is evaluated as 3rd, will receive a Design Fee of RMB 500000.00 (tax included).

概念方案被评为第四至六名的三家应征人可各获得方案征集费人民币30万元（含税）。

The Shortlisted Applicants, whose concept scheme is evaluated as 4th to 6th, will receive a Design Fee of RMB 300000.00 (tax included).

8.2 如经方案评审委员会评定，应征人的方案没有达到设计任务书要求的，应由方案评审委员会单独出具书面意见且有半数以上评委签字，具体阐明不符合要求的设计内容以及扣款标准，征集人将根据该书面意见扣减直至不支付该应征人的方案征集费。

If the evaluation committee of the Final Review Meeting makes the decision that any Shortlisted Applicant’s deliverables of this Project failed to meet the requirements set in the Design Program, the evaluation committee shall provide a written opinion with the signature of more than half of the committee to specify the unqualified design contents and the deduction standard. The Sponsor is entitled to deduct a portion or all amount of the Shortlisted Applicant’s Design Fee according to this opinion.

申请人提交资格预审《申请文件》即视为接受以下知识产权条款。

Once submitting the Application Document, Applicants shall be deemed to have accepted the following terms of the intellectual property rights.

10.1 应征人承诺其拥有其提供服务时编制的所有图纸、说明、电子文档和其它相关文件（以下总称“成果文件”）的合法权利和知识产权。

The Shortlisted Applicant undertakes that it has the Ownership & Intellectual Property Rights to its Deliverables（Deliverables） which include the drawings, specifications, electronic files and other documents related to this Project prepared in the course of providing the Service.

10.2 所有由应征人编制的成果文件，其著作权归应征人所有。对于第一、二、三名的概念方案，征集人在支付了方案征集费后，征集人有权使用设计成果。对于第四、五、六名的概念方案，征集人在支付了方案征集费后，可以借鉴使用局部设计亮点。征集人和应征人均不能将设计成果部分或全部地用于本项目之外的其他项目。

The Shortlisted Applicant has the copyright of its Deliverables. For the first, second and third conceptual schemes, the Sponsor has the right to use the design results after paying the Design Fee. For the conceptual schemes of the fourth, fifth and sixth place, the solicitor can use the partial design highlights for reference after paying the Design Fee. Neither the Sponsor nor the Shortlisted Applicant can use part or all of the design results for other projects other than this Project.

10.3 应征人应保证提交的成果文件在中国境内或境外没有且不会侵犯任何其他人的知识产权（包括但不限于著作权、专利权）或专有技术或商业秘密。应征人应保证，如其成果文件使用或包含任何其他人的知识产权或专有技术或商业秘密，应征人已经获得权利人的合法、有效、充分的授权。应征人因侵犯他人知识产权或专有技术或商业秘密所引起的全部法律责任应由应征人承担。

The Shortlisted Applicant shall ensure that its Deliverables does not and will not infringe the intellectual property rights (including but not limited to copyright and patent right) or proprietary technology or trade secrets of any other person within or outside China. The Shortlisted Applicant shall guarantee that if its Deliverables uses or contains the intellectual property rights, proprietary technology or trade secrets of any other person, the Shortlisted Applicant has obtained the legal, effective and sufficient authorization of the owner. The Shortlisted Applicant shall be liable for all legal responsibilities arising from its infringement of others' intellectual property rights, proprietary technology or trade secrets.

11.1 征集公告使用中文和英文书写。当中、英文两种语言的意思表达不一致时，以中文为准。

The Solicitation Announcement is written both in Chinese and English. In case of inconsistency between Chinese and English, Chinese shall prevail.

11.2 凡参加本次资格预审的申请人均被视为同意并接受《资格预审文件》的全部内容及条款。

All Applicants participating in this prequalification are deemed to agree and accept all the contents and terms of the Prequalification Document.

11.3 申请人在资格预审《申请文件》中所列出的主创设计师须亲自开展本项目的设计工作，须参加技术交底会、现场踏勘、项目建议书汇报、答疑会（如需）、中期交流会及方案评审会，进行交流或汇报。因此，请所列出的主创设计师根据征集活动时间安排提前预留时间、做好准备。如因旅行限制原因，例如全球或区域流行病疫情等，主创设计师确实无法赴现场参会的，须在资格预审《申请文件》中进行说明，并承诺将通过视频或电话会议的方式参会。所述情况将在资格预审评审时予以综合考虑。

The chief designer listed in the Application Document must carry out the design work, attend the Technical Disclosure Meeting, participate in Site Visit, Q&A Meeting and present the Deliverables IN PERSON. Therefore, please make well preparation in advance according to the Schedule of Solicitation. If the chief designer is indeed unable to attend the meetings on site in the event of travel restrictions such as global or regional epidemics, he or she should make an explanation in the Application Document and promise to attend meetings by video or telephone. It will be taken into consideration by the Prequalification Jury.

11.4 本次征集活动及相关文件的最终解释权归征集人。

The Sponsor reserves the right of final interpretation of this Project and related documents.
